Update to Arrangements for Owners

Racecourses look forward to welcoming owners on-course.  In line with Government Stage 5 Guidance and Sports Grounds Safety Authority requirements, owners will be asked to sign up to the Owners Code, which is supported within the BHA Owners Protocols (See Appendix 1).

 

Racecourses in Tier 1 and Tier 2

  • Admittance to the Amber Zone will be for owners and spectators with specific areas/facilities reserved for owners only (including debrief areas).
  • The suggested minimum badge allocation for owners is 4 per runner where this can be accommodated.
  • Sports Grounds Safety Authority Requirements state that all tickets must be booked in advance with no on the day allocations.  Bookings can only be made by the Owner[1], who must observe the booking deadline of 4pm the day before racing[2]
  • Name and contact information must be provided for the owner and all guests, to meet NHS Test and Trace requirements.
  • The lockdown total limit of 45 owners on course at any one time will not apply and there will be no limits on the amount of time owners can spend at the racecourse
  • Owners will continue to be prohibited from access to the Green Zone.
  • There are no requirements for temperature taking and/or any other health screening at the racecourse entrance unless mandated locally. 
  • Owners must adhere to the Rule of 6 and in Tier 2 areas must not socialise with anyone they do not live with or who is not in their support bubble when indoors.
  • Food and beverage provision does not need to be table service, and alcohol may be served without a substantial meal.  Owners must be seated to consume their food/drink. 
  • Take away style food and non-alcoholic beverages from concessions may be available. 
  • Face coverings[3] will be mandatory in all areas, unless eating or drinking. 
  • Owners from Tier 3 and 4 areas will be to able attend fixtures, on the basis that they are travelling for work purposes.
  • Trainers may only enter the Amber Zone if they are allocated a badge as part of the Owner’s allocation (i.e. as the guest of the owner) or if they have purchased a ticket as a spectator.  Separate badge allocation will not be provided for trainers.  There must be NO crossing of zones on any day.
  • Racecourse Badge Scheme for Owners and Racecourse Badge Scheme for Breeders will not be in operation until further notice

 

Racecourses in Tier 3

  • Access to the Amber Zone will be limited to owners attending for work purposes only[4].
  • Owners will continue to be prohibited from access to the Green Zone.  Debrief areas will continue to be provided.  
  • The Amber Zone health screening and temperature testing processes will apply
  • The suggested badge allocation should not exceed 4 per runner.
  • Sports Grounds Safety Authority Requirements state that all tickets must be booked in advance with no on the day allocations.  Bookings can only be made by the Owner1, who must observe the booking deadline of 4pm the day before racing2
  • Name and contact information must be provided for the owner and all guests, to meet NHS Test and Trace requirements

  • Trainers may only enter the Amber Zone if they are allocated a badge as part of the Owner’s allocation (i.e. as the guest of the owner).  Separate badge allocation will not be provided for trainers.  There must be NO crossing of zones on any day.

  • Canteen style food (either for seated consumption or for take away) and non-alcoholic beverages may be provided.   Alcohol will not be provided 
  • Racecourse Badge Scheme for Owners and Racecourse Badge Scheme for Breeders will not be in operation until further notice

 

Racecourses in Tier 4

  • Access to the Amber Zone will be limited to owners attending for work purposes only[5].
  • Owners will continue to be prohibited from access to the Green Zone.  Debrief areas will continue to be provided. 
  • The Amber Zone health screening and temperature testing processes will apply
  • The suggested badge allocation should not exceed 2 per runner.
  • Sports Grounds Safety Authority Requirements state that all tickets must be booked in advance with no on the day allocations.  Bookings can only be made by the Owner1, who must observe the booking deadline of 4pm the day before racing2
  • Name and contact information must be provided for the owner and all guests, to meet NHS Test and Trace requirements
  • There can be a total of 45 owners on course at any one time.
  • Owners should arrive no more than 45 minutes before their first horse is due to run and leave the racecourse as soon as they can after the last race in which they have a confirmed runner.
  • Trainers may not enter the Amber Zone – the limited capacity in this area is reserved for owners with a runner only. 
  • Face coverings3 will be mandatory in all areas.
  • There should be no presentations to winning connections.
  • Racecourses will not be able to provide hospitality or alcohol, in line with the government’s decision to close hospitality settings including restaurants, cafes and bars
  • Racecourse Badge Scheme for Owners and Racecourse Badge Scheme for Breeders will not be in operation until further notice
 

[1] Allocation requests from any third parties, including the Trainer or Racing Manager, will not be accepted.

[4] This is the registered owner of the horse or, if the owner cannot attend they may reallocate their badge to their representative – who is to be either an immediate family member (mother/father/child/sibling/spouse); or their official agent – who is employed or has Authority to Act.  This DOES NOT include Trainers
