Syndicate and Club Managers Area
Understanding and complying with the rules and regulations that apply to shared ownership is an important part of managing a syndicate or racing club.
The ROA is here to support managers in navigating these requirements, providing guidance, information and practical resources to help you understand your responsibilities and operate your organisation effectively.
This section brings together key regulatory information affecting shared ownership, alongside guidance on the areas where the ROA can provide support and assistance.
ROA Gold Membership offers a number of benefits to syndicate managers. ROA also offers a Silver Membership tier specifically designed for syndicate members, which is tailored to enhance their ownership experience.
REGULATION
Code Of Conduct
Shared ownership in racing is regulated by the British Horseracing Authority (BHA) to ensure transparency, consumer confidence, and fair representation. Syndicates and racing clubs must follow strict Codes of Conduct, accurately describe members' financial interests in their horses, maintain compliant records and advertising, and meet licensing requirements. Full details can be found here.
Syndicator and Club Manager Licences
A licence is required by any person or company with ultimate responsibility for the finances, promotion and/or management of a Syndicate or Racing Club. Details of how to apply and guidance notes can be found here.
Template Syndicate Agreements
ROA members can access our editable template agreements to help syndicates and racing clubs operate in line with BHA regulations. Access them here.
Forfeit List
The BHA allows for the addition of Syndicate members who accumulate bad debt to the Forfeit List. Further information for Syndicators on the process, and the form to submit a non-payment report, can be found here.

Shared Ownership Days
Taking place across British racecourses, the days are designed to showcase the accessibility and appeal of racehorse ownership and membership, and to encourage more racing fans to take their first step into ownership. Details of our upcoming events and how to get involved can be found here.
Shared Ownership Stories
If you have a positive news story about your racing club/syndicate, please share it with the ROA – we can amplify stories through our website, social media channels, and potentially through our Owner Breeder magazine.
Promotion
In The Paddock is the central industry platform for anyone considering getting involved in racehorse ownership for the first time, which showcases just how accessible, affordable and exciting it is to be part of the action.
Visitors are able to search for racing clubs and syndicates to suit them using the search function which filters results by cost and payment terms, location, their jump or flat preference, as well as the average number of club members and the numbers of horses in training. They are then able to view the club or syndicate’s online profile where they can find out more about what is offered and get in touch with the racing manager directly.
The site is free to use for all licensed managers, so make sure you are registered and all your details are correct at InThePaddock.co.uk
Leasing
The initial cost of purchasing a horse is sometimes a barrier to entry for some syndicates. Leasing is a way of securing a horse without the initial outlay - find out more here.
