ROA: The voice of owners

We are aware that recent communications and media coverage around the future governance and structure of British racing have prompted questions, including some inaccurate and misleading claims that the ROA is blocking progress.

We want to ensure that you, as owners and ROA members, hear directly from us.

You contribute over £500 million a year to British racing, a vital, central role in the sport’s sustainability and future. The ROA exists to represent and protect your interests, and we take that responsibility seriously.

Let us be absolutely clear: the ROA is not seeking to veto Lord Allen’s proposals. On the contrary, we support the principle of governance reform and fully recognise the need for change. We have been actively involved in this process from the outset, focused on ensuring any new structure strengthens the long-term health of the sport and recognises the fundamental role of owners within it.

A key question and one that remains unanswered is how these changes will be funded. With owners already facing significant financial pressure, we are working to ensure that reforms do not increase costs further without clear, tangible benefits for owners.

Suggestions that the ROA is obstructing reform are simply false. If anything, your feedback, including from our recent owner engagement survey, reinforces our duty to ensure that change does not come at the expense of those who invest most in the sport.

While we won’t comment further at this stage out of respect for the ongoing process, we want to reassure you that our focus is clear: we support reform, which must also deliver genuine recognition, protection, and value for owners, not just in principle, but in practice.

We share your frustration with the pace of progress and your desire for a more agile, accountable industry. That’s precisely why we are working hard to make sure owners are not side-lined.
